Iran\'s deputy foreign minister, Abbas Araqchi, says the dismantling of the country\'s nuclear facilities is not on the agenda of the ongoing talks with the five permanent members of the U-N Security Council plus Germany, known as the P5+1 group Arachqi-- who\'s also Iran\'s top nuclear negotiator-- says Iran has stressed that the basis of the talks must be an agreed action-plan. Any subject outside the framework of the plan cannot be negotiated.
